Shelter Partner Terms

These Shelter Partner Terms (“Terms”) govern participation by shelters, rescues, charities and welfare organisations using the HomeWagger Platform.

HomeWagger exists to support ethical, welfare-focused dog rehoming. All participating organisations are expected to share these principles.


1. Purpose

These Terms set out the responsibilities and expectations that apply when shelters, rescues, charities and welfare organisations use HomeWagger.


2. Eligibility

To use HomeWagger as a shelter partner, organisations must:

  • Operate lawfully within the United Kingdom;
  • Have authority to rehome dogs listed on the Platform;
  • Provide accurate organisational information;
  • Maintain appropriate welfare standards; and
  • Cooperate with reasonable verification requests.

HomeWagger may refuse, suspend or remove organisations where appropriate.


3. Verification and Approval

HomeWagger may request information including:

  • Charity registration details;
  • Company registration details;
  • Rescue registration information;
  • Website or social media presence;
  • Proof of operational status; and
  • Welfare policies.

Verification does not constitute endorsement, certification or guarantee by HomeWagger.


4. Dog Listings

Shelter partners agree that:

  • Listings will be accurate and honest;
  • Information will not knowingly be misleading;
  • Known behavioural concerns will be disclosed where relevant;
  • Known health information will be disclosed where relevant; and
  • Images and videos will accurately represent the dog.

5. Welfare Standards

Shelter partners agree to:

  • Act in the best interests of dogs;
  • Prioritise suitable homes over speed of placement;
  • Conduct appropriate assessments where required;
  • Avoid discriminatory practices unless genuinely welfare-related; and
  • Follow applicable animal welfare legislation.

6. Adopter Communications and Decisions

Shelter partners remain responsible for:

  • Reviewing enquiries;
  • Communicating with adopters;
  • Conducting assessments;
  • Making adoption decisions; and
  • Managing their own adoption processes.

HomeWagger does not require shelters to approve any applicant. Final adoption decisions remain entirely with the shelter.


7. Safeguarding

Shelter partners shall:

  • Report safeguarding concerns where appropriate;
  • Cooperate with reasonable investigations;
  • Refrain from harassment, abuse or discriminatory conduct; and
  • Support the protection of vulnerable users and animals.

8. Platform Conduct

Users acting on behalf of shelter partners must not:

  • Use the Platform unlawfully;
  • Submit false or misleading information;
  • Harass, abuse or intimidate other users;
  • Circumvent platform safeguards;
  • Attempt unauthorised access to systems or accounts; or
  • Use the Platform for commercial puppy sales, breeding activities or unlawful animal trading.

9. Data Protection

Shelter partners must:

  • Handle personal information responsibly;
  • Use adopter information only for legitimate rehoming purposes;
  • Keep personal information secure;
  • Avoid sharing adopter information unnecessarily; and
  • Comply with applicable UK data protection laws.

10. Suspension and Removal

HomeWagger may suspend or remove shelter access where there is evidence of:

  • Fraud;
  • Serious welfare concerns;
  • Repeated policy breaches;
  • Misrepresentation;
  • Safeguarding risks; or
  • Abuse of platform users.

Where appropriate, HomeWagger may investigate concerns before taking action.


11. Limitation of Responsibility

HomeWagger provides a platform to facilitate connections between adopters, rehomers and shelters.

HomeWagger does not:

  • Guarantee successful adoptions;
  • Guarantee applicant suitability;
  • Guarantee organisational suitability;
  • Participate in adoption decisions; or
  • Accept responsibility for final placement decisions made by shelter partners.

Responsibility for placement decisions remains with the shelter.


12. Relationship Between HomeWagger and Shelter Partners

Nothing in these Terms creates an employment, agency, partnership, franchise or joint venture relationship between HomeWagger and any shelter partner.

Shelter partners remain independent organisations responsible for their own operations, decisions, policies and legal obligations.


13. Changes to These Terms

HomeWagger may update these Terms from time to time.

The latest version will be published on this page. Material changes will be communicated where reasonably practicable.


14. Governing Law

These Terms shall be governed by the laws of England and Wales.
